The Law suggests defining the objectives, goals and principles of state language policy in Ukraine, the status and the use of languages in various spheres of governmental and public life, establishes responsibility for violations of the Law on languages, and amends several Laws on language issues of Ukraine.
In particular, it is suggested to set that the state language of Ukraine is the Ukrainian language. None of the provisions of this Law on the events regarding development, usage, and protection of regional languages or language minorities shouldnt be interpreted as such that creates obstacles for the usage of the state language.
The Law suggests that the main working language, as well as the language of records and documentation of the state power and local government bodies is the state language. Within the territory in which regional language is spread, according to part three of the article 8 of the Law, in the work, records and documents of local authorities and local governments regional language may be used. It is allowed to use the regional language (languages) in correspondence of these bodies with public authorities of higher level.
According to the document, Justice in Ukraine in civil, commercial, administrative and criminal cases should be held in the official language. Within the territory in which regional language is spread, according to part three of the article 8 of the Law, as agreed by Parties, courts may proceed in this regional language (languages).
The Law stipulates that the language of the statutes, documents, records management, the language of commands and other authorized communication in the Armed Forces of Ukraine and other military formations established under the Law of Ukraine is the state language.
